Special Disaster-Dispatch Lecture as an Expression of the Right to Life: “Preparing for Disasters — Being Ready to Act When It Matters” Held

On November 28, 2025, at Osaka University of Tourism, which emphasizes “Power to Enjoy” and devotes itself to world-class research and education in tourism, we also provide first-year foundational courses in “literacy” to give students the basic knowledge and skills needed for social life after graduation — nurturing what we call “Power to Thrive.”

In the “Civic Literacy” course (Constitutional Law), during the fifth class of the 2025 academic year on October 23, I gave an overview of social rights and suffrage rights. In addition, we invited a guest lecturer from the Japan Self-Defense Forces (via Ministry of Defense (Japan)) to host a special session titled “Preparing for Disasters — Being Ready to Act When It Matters”, framed as a concrete expression of the social right to life.

On that day, 3rd Lieutenant Colonel Misato Hayashi (林美里) from the JSDF Osaka Regional Cooperation Office delivered the lecture, covering the disaster-dispatch system, how individuals can prepare for disasters, and recommended immediate actions in the aftermath of a disaster. Since the lecture had been announced around the time of the third class, it drew considerable interest among students. The lecture included quizzes and kept a lively, engaging pace throughout, at times even drawing laughter from the students, and it came to a smooth close.
